Khalid Sultan's mother died last night. Her funeral service was at 10 this morning.
In respect of the departed soul I will keep silent for one day.

Members Fire Off the First Salvo
An interesting development!
I have found out that the residents of D C Colony finally got together at the residence of Khawaja Muhammad Saleh last night and decided to fire the first salvo in the fight against the corrupt ways of Khalid Sultan and other members of Management Committee.
They decided to lob two hot letters at Khalid Sultan and his accomplices.
In the first letter they put on record some of what they called violations of the Bye-Laws of the society and some of the financial irregularities and and sought clarification from Khalid Sultan and his cronies.
This letter is signed by Hajji Sana Ullah, Patron-in-Chief of a nascent organization of the residents called "D C Colony Welfare Council."
In the other letter they have asked Khalid Sultan and the Management Committee to provide them with copies of certain documents citing Article 41 of the Bye-Laws. This letter is signed by about thirty members of the cooperative society.
The copies of the documents they are looking for include i) register of members of the society; ii) cash book showing income and expenses; iii) minutes book of the General Meetings; iv) stock register; v) property register showing all the purchases and sales of properties in the colony; vi) register showing the development schedule and timely execution; vii) allotment register; viii) Master Plan.
They have given Khalid Sultan seven to ten days to get back to them otherwise they would take the next step and go to competent authorities.
Copies of the both letters have been sent to Registrar and Deputy Registrar Cooperative societies.
This blogger has possession of copies of both letters.
I believe members have gone straight for Khalid Sultan's jugular and he will find himself in deep shit pretty soon but only if members stay united and focused.
I guess he would soon realize he was better off had he kept his word. He had promised residents at Khawaja Saleh's house about a month ago that they would have sixty per cent representation in the Management Committee starting in December. As a first step Khawaja Saleh was to be inducted in the next Management Committee meeting.
But that, of course, never happened.
What really happened there was vintage Khalid Sultan. I will give you the details of what transpired in the Management Committee and some glimpses of Khalid Sultan's meeting with residents in the next posts.

Selling The Whole Grave Yard
As I wrote in my post yesterday the Bye-Laws of the D C Colony society are a nice piece of work.
They offer quite effective safeguards and water-tight guarantees against fraud and pilfering. But, unfortunately, not against day light robbery.
Especially if the robbery is being committed by a fertile mind like the one Khalid Sultan, the president of the society, carries on his hunched shoulders. His ample brain power would be worthless if he cannot make his way into the treasure trove called society funds, ignoring and completely disregarding the Bye-laws with complete impunity.
For instance, Article 34 (8) says that the plots of the colony can only be allotted “as per approved Master Plan” and “spaces reserved for open places, parks, mosque, hospital, and grave yards, etc will not be reduced/ changed in any case.” That is what the Bye-Law says.
But does Khalid Sultan give a damn?
Let us see.
The site reserved for fire station, an amenity essentially required to save life and limb and property in case of fire, has been sub-divided into residential plots and plots either sold or doled out to well-placed people to recruit them as potential allies to forestall any future probe into any wrong doing.
Fire station was not the only target of Khalid Sultan's never-quenching and ever-increasing greed.
The sites reserved for parks, markets even hospital have been butchered into residential or commercial plots in direct contravention of the said Article of the Bye-Laws.
The grave yard of the society did not escape Khalid Sultan's voracity either.
He leased it out to one of his cronies, Farooq Gondal, for multiple years.
Petty thieves dig graves at night and rip coffin shrouds of the freshly buried dead bodies. But Khalid Sultan is no petty thief. He is a highway man. A day light robber. He has sold the whole grave yard.
But before he sold the grave yard he must have sold his soul, first, to Satan.
What a pathetic president this otherwise decent D C Colony has!

D C Colony - A Very Nice Place To Live But ...
D C Colony, a misnomer for The Provincial Government Employees Cooperative Housing Society Ltd. (PGECHS), is supposed to be a nice place to live. And no doubt, it is a nice place to live. Some people who enjoy living here even like to, openly and vocally, claim that between Lahore and Rawalpindi it is the only place worth living.
One of the earliest residents of the colony, endearingly called Fakhr-e-DC Colony by fellow residents, can swear that "By God, it is heaven on earth." And he often does swear. And he loves his mild exaggerations.
I have no reason to argue with him and other enthusiasts.
It has a very convenient location: right on the Grand Trunk Road, only couple miles from Gujranwala city, towards Wazirabad. Pristine environment. No pollution. Best approaches. All the utilities are in place. It is supposed to have everything: parks, markets, hospital, mosques, graveyard, fire station, playing grounds, even a stadium and a medical college. You name it.
It is a huge place. Enthusiasts claim that it is the biggest living colony around. It could very well be.
But then it has its share of vultures too. Not literally. But you know what I mean.
I will explain, in time, how these human vultures are ripping at its living body and filling their filthy bellies and lining their already stuffed pockets.
The society has its Bye-Laws. An excellent piece of work. But, like the Constitution of Pakistan, no one, who counts, gives a damn for it.
The Society is registered under the Cooperative Societies Act, 1925 and Cooperative Societies Rules, 1927 - as all cooperative societies in Pakistan proably are. Its Master Plan has been approved by the Registrar Cooperatives as it was the pre-requisite for the registration of the society.
But the vultures won't show you the Master Plan so that they can alter or change it at their whim, the way they want, to enroll well-placed allies, just in case. They are supposed to keep a register of all the members at the society office open for members' inspection but they won't show it to you that either so their plundering can't be challenged with the power and help of fellow members.
These vultures include the society's President, Capt. (R) Khalid Sultan and the members of the Management Committee and society's employees.
One of the employees, Muhammad Hussain, started his life as a mere peon but has become filthy rich. The other, Agha Shah Muhammad, plundered the funds of the society in millions but was let off the legal hook to prevent him from spilling beans. They, and other members of the management Committee, all of them have their fingers in the pie, and under the president's misguidance, have siphoned off billions, yes billion with a B, of Rupees. And they are not done yet.
It is about time that they must be exposed. I am launching this blog to do just that.
